I regularly teach classes on domestic politics in Russia, Russian foreign policy, and elections outside the United States.
My current book manuscript, Appeasing Russia? The Council of Europe after the Annexation of Crimea, investigates European reactions to Russian aggression in Ukraine. In 2014, the Council of Europe’s status as the premier international organization dedicated to democracy and human rights collided with Russia’s imperial impulses. Although the Council of Europe initially held true and sanctioned Russia for its 2014 annexation of Crimea, in 2019 the organization betrayed its principles when it lifted the sanction. Appeasing Russia? examines this reversal.
Party Politics in Russia and Ukraine (2022) compares Putin’s dictatorship and Ukraine’s flawed, yet democratic regime to demonstrate how similar electoral system changes can have dramatically different effects depending on a country’s regime type. In The Regional Roots of Russia’s Political Regime (2017), Bill Reisinger and I use electoral politics at the national and subnational levels to investigate the resurgence of authoritarianism in Russia. By disaggregating Russia, we emphasize the degree to which post-Soviet Russian politics hinged on the Kremlin’s relationship with Russia’s regions. Elections by Design (2006), meanwhile, examines the origins of subnational legislative electoral systems in Russia following the collapse of the Soviet Union, highlighting how the politics of institutional design deviates from scholarly prescription.
